What USC Annenberg’s Reporting Found

USC Annenberg Media reviewed seven years of federal contracts and uncovered the following (reporters: Reo, Yana Savitsky, Malcolm Caminero, Shane Dimapanat; Oct. 1, 2025):

• “The United States Navy filed a notice of intent to begin purchasing human cadavers from the University of Southern California.” The stated purpose: “Use dead bodies in trauma surgery training for the Israeli Defense Forces.”

• Since late 2017, the Navy has paid “more than $860,000 for at least 89 ‘fresh cadaver bodies,’ 32 of which were used specifically for IDF training at Los Angeles General Medical Center.”

• One contract remains active; “the most recent contract allows for an additional $225,000 worth of cadavers”and could extend the arrangement into 2026, taking the total toward $1.1 million.

• Training occurs at the Navy Trauma Training Center (NTTC) at L.A. General, where “Navy and IDF medics rotate through the Fresh Tissue Dissection Lab…for ‘hands-on training on non-perfused and perfused cadaver bodies’ to simulate battlefield injuries.” Perfused means pumped with artificial blood to mimic the living.

• A 2020 paper co-authored by Keck/Navy surgeons confirms “fresh human cadavers.” The paper states cadavers were provided by the L.A. County Office of Decedent Affairs, which handles unclaimed bodies.

• Ethicists warn of a consent gap: there’s “little to no regulation on the use of anatomical bodies”; most schools rely on “blanket consent.” Unclaimed bodies can’t consent at all.

• USC/Keck’s response: “The university operates its surgical skills center, including the acquisition of cadavers, in accordance with applicable regulations.” California law allows use of unclaimed bodies for scientific/educational purposes.

• L.A. General said “no foreign nationals participate through the L.A. County and U.S. Navy contract,” and that any access by foreign military personnel is “under a separate agreement between the U.S. Navy and USC.”

Let’s strip away the bureaucratic language. The United States military paid a wealthy private university to deliver “fresh” human bodies — including those of the unclaimed — to train IDF surgical teams while Gaza’s infants are starved and bombed.

This isn’t a theoretical ethics seminar. It is a supply chain of human remains — disproportionately the bodies of the poor, the forgotten, the unclaimed — converted into “real-life” battlefield simulators for a foreign military engaged in mass atrocities.

Dignity does not end at death. The poor do not become public resources. Families who couldn’t afford burial or who never received notification should not have their loved ones’ bodies pumped with fake blood to “desensitize” trainees to trauma, as one Keck physician told Annenberg, speaking anonymously “out of fear of losing their job.”
