The Report That Should Shake the World
In October 2021, buried inside a Knesset committee hearing (that’s basically Congress in Israel), a fact emerged so staggering, so damning, that it should have made front-page headlines across the globe.
According to research presented to Israel’s Special Committee on Foreign Workers, every single Thai agricultural worker surveyed in Israel — 654 out of 654 — reported being sexually assaulted on the job.
Not a majority. Not “many.” Not “a high percentage.” All of them.
Literally the only time I’ve ever heard of such abuse was on American plantations during slavery.
Systemic Abuse, Not Isolated Crimes
The report was compiled by Israeli immigration experts Dr. Yahel Kurlander and Dr. Shahar Shoham. Their testimony was blunt:
“The State of Israel has abandoned these women.”
Workers who wanted to complain had no real pathway for justice. If they filed a report, they risked losing not just their job but also their housing, since both were tied to their employer. As one official admitted, “A woman that wants to complain has no clear course of action.”
That isn’t just a failure. That’s a system designed to silence victims.
The Institutions Admit They Don’t Even Track It
Representatives from Israel’s National Insurance Institute and the Israel Police openly acknowledged during the hearing that they have no real data on complaints from foreign workers. Their systems simply don’t separate out migrant workers — lumping them in with “tourists.”
Of the 25,494 sexual assault complaints filed since 2017, police said, only 4% came from non-Israelis. That statistic doesn’t prove the problem is small — it proves the system doesn’t even bother to count.
Political Response: Outrage Without Action
Labor MK Ibtisam Mara’ana, who chaired the hearing, expressed dismay at what was revealed and promised a follow-up. She said plainly that the lack of data and protection mechanisms was unacceptable.
But outrage is easy. Action never came. There has been no sweeping reform. No overhaul of how Israel treats the thousands of Thai migrants who sustain its agricultural economy. The silence speaks volumes.
What This Really Means
When 100% of workers in an industry report sexual assault, it is no longer about “a few bad apples.” It is about a culture of impunity that stretches across an entire sector — one propped up by a state that looks away.
Thai migrant workers are the backbone of Israel’s agriculture. They are poor, foreign, dependent on their employers for food, housing, and visas. That power imbalance is exactly what predators exploit. And it is exactly what the state enables when it abandons them.
This isn’t a scandal. It’s a system.
Rape isn’t a bug. It’s a feature. It’s not an aberration, it’s the standard. Not being sexually assaulted would be the outlier.
A Pattern of Protection for the Powerful, Silence for the Vulnerable
As you know by now, Israel just covered for Tom Alexandrovich — a senior cyber official facing child predator charges in Nevada — by lying about his arrest and censoring the story. And now, in its own parliament, Israel admitted what its agriculture sector does to migrant women: total abuse, total silence.
One group is shielded from consequences. The other is sacrificed to exploitation.
The truth is the same in both cases: power protects its own, and the powerless are left to suffer.
